Removal of Financial Aid Due to Palestinian Terror 2007 Introduced by MK Rafi Meir
Introduction: Prohibits any direct Israeli assistance, loan guarantee, or debt relief to the Palestinian Authority (PA) or any affiliated governing entity or leadership organization.
In General.—Except as provided under subsection (b) and notwithstanding any other provision of law, no amounts may be obligated or expended to provide any direct United States assistance, loan guarantee, or debt relief to the Palestinian Authority, or any affiliated governing entity or leadership organization.
(b) Exception.—The prohibition under subsection (a) shall have no effect for a fiscal year if the Prime Minister certifies to the Knesset during that fiscal year that the Palestinian Authority has—
(1) formally recognized the right of Israel to exist as a Jewish state;
(2) publicly recognized the state of Israel;
(3) renounced terrorism;
(4) purged all individuals with terrorist ties from security services;
(5) terminated funding of anti-American and anti-Israel incitement;
(6) publicly pledged to not engage in war with Israel; and
(7) honored previous diplomatic agreements.
Law Enactment:
The Law shall be enacted and in force once the Knesset as passed the law and upon the Presidents signature.

Madam Speaker,
Unlike the Labor party or the leftist parties in this country, the Likud party stands proud in presenting this bill. Israel must not reward Palestinian terror and the Israeli taxpayer should not pay for their crimes. I am proud to lead a government that will crack down and say no more. There are those who will say this is coercing the Palestinians, I argue that this is a warning for them that Israel will no longer play the grieving widow.

Madam Speaker I stand in complete opposition to this Bill presented by the government. It has been proven time and time again that support for those terrorist groups that latch themselves onto the Palestinian's problems, prosper the most when the government of Israel......any government of Israel....takes such arbitrary actions. This sort of step by Israel will not only garner support for those terrorist organisation within the Palestinian people, but also with the International community. I for one, am tired of Israel being deemed a pariah by certain parts of the International community because of the short sighted, knee-jerk reactions of this government. And I believe a lot more of my fellow countrymen feel the same than the Prime Minister realises.
Now we all know, Madam Speaker, that this Prime Minister cares more for rhetoric, sabre rattling and grandstanding than he does for exploring the realities of the problems we now face. He would rather adopt vindictive policies in an attempt to force the Palestinians into submission. That is not the answer.
What we need to do is to choke the likes of Hamas of their support so that they become the pariah and not Israel. You do not do this by choking the Palestinian people. You do not do this by stopping money for humanitarian endeavours. You do not do this by alienating the international community.
This Bill, Madam Speaker, will serve only to increase the precarious situation our nation is in by enticing further attacks. I urge all those who seek a different path......a more humane path.....in trying to reach a much needed solution.

Madam Speaker,
What a shock it is to finally see a Labor MK in the halls of the Knesset! It is always amusing to hear Labor talking about terrorism when their own defense minister caused the biggest disaster in the history of the IDF during the previous Lebanon war! As typical Labor is soft on terrorism and soft on defending this country. The honourable member accuses me of grandstanding and rhetoric, but madam speaker why doesn't Labor support a bill that would crack down on the Palestinians when they committ terror? Unless the member didn't read the Bill, it will only be used when a terrorist attack does occur. And like typical Labor they attack a sensible plan but bring nothing to the table.

And again with the grandstanding, Madam Speaker. When will this Prime Minister learn that his jingoistic rhetoric does nothing but to degrade the position he currently holds and defames Israel in the eyes of the world?
Unlike the Prime Minister, no-one in Labour finds terrorism or any suggestion that could be made to end it, amusing. We take it seriously. Also unlike the current government, we seek ways to resolve the blight of terrorism without resorting to acts of terrorism ourselves, or by the punishing of innocent people who.....like us all....wish only to have a peaceful, prosperous and happy life.
He asks "why doesn't Labour support a bill that would crack down on the Palestinians when they commit terror?" Well the answer to that is simple and may even surprise the Prime Minister.....not all Palestinians are terrorists! Why punish the innocent when a terrorist organisation commits its atrocious acts? Does he not realise that by doing so he merely helps the terrorist organisations recruit more followers and supporters? Does the government not realise that if this Bill is past they are basically providing the terrorists with the greatest recruitment campaign they could ever dream up?
Madam Speaker, Labour is all for punishing terrorist. We are all for exacting justice upon them when they commit their horrendous acts. We don not, however, support the punishment of the innocent merely to exact revenge on the few.

It seems we now have an expert when it comes to terrorism in this chamber! Once again Labor can not present any concrete to punish those who create terrorism but blurt out useless rhetoric but living in peace! I do think the lady doth screech too much to be taken seriously when she has provided no evidence what so ever to even assume that this bill will provide a tool for terrorists.
It seems the lady can not read, this only affects Israeli assistance, loan guarantee, or debt relief to the Palestinian Authority or any affiliated governing entity or leadership organization. No where does it affect humanitarian endeavors and if the member could actually read something rather than stand on her moral high horse she would realize that this government is taking a far hard line with terrorism than any government in this country's history. We will no longer tolerate Palestinian incitement and while the member can talk about grandstanding etc, she only makes herself presented as a fool without any knowledge of the facts on the ground.
If Labor has a plan, present it. Put up or shut up!

Madam Speaker, I really do despair at the Prime Minister's attitude. His belligerent stance will surely bring further attacks against Israel be it through terrorism or criticism from the world at large.
If this Bill is passed into law and if, as a result, attacks against Israel......be them from terrorists or condemnation from the International Community....increase in number and intensity, there is only the Prime Minister to blame.
Madam Speaker, I have told the Prime Minister that there is a clear alternative. Starve the terrorist organisations of their support. Garner international support for Israel, which won't be achieved by being arbitrary and malicious towards the majority of the Palestinian population. Work with the legitimate Palestinian organisations, along with the rest of the world, forget vindictiveness and look towards co-operation.
Actually Madam Speaker, the best thing we can all do is oppose this Bill. It will only encourage further terrorist attacks. It will only further alienate the Palestinians. It will only further isolate Israel from the rest of the world.

How naive is the honorable lady? Did working with international support defend us against Hezbollah during the latest war? Did international support defend us when Hamas began firing rockets at Sderot? Again the member can offer no proper alternative but dreams and false reality. And once again the member can offer no evidence what so ever that this bill will increase terrorist attacks, where is your evidence? If you do not have any I suggest you stop lying to this chamber and wasting our time with hypotheticals and dramatics.

Madam Speaker,
I rise in support of this pragmatic measure introduced by the government to help deal with the ongoing sham that is the Palestinian Authority.
Time and again Madam Speaker the PA provokes acts of terror against Israel. Time and again the PA incites the populace to riot against Israel. Time and again the PA seeks to internationally undermine and weaken Israel. Time and again Madam Speaker the PA has proven itself lacking as a credible partner in peace and yet, month after month, Israel transfers hundreds of millions of dollars to this disreputable collection of agitators and warmongers - the people of Israel say enough is enough!
If the PA is to become a credible political partner then it must understand that actions have consequences. It must understand that it cannot and will not achieve its aims by sponsoring terrorist violence and seeking to undermine the State of Israel.
Perhaps through this measure we can 'assist' the PA leadership come to terms with reality, and with that, move this troubled region one step closer to a lasting peace.

Does the Prime Minister believe it is necessary to requre the Palastinian Authority to recognize our democracy as Jewish state? It seems to add insult to injury that would merely complicate future matters.

Madame Speaker, while i do acknowledge the our nation as a Jewish State, it is not necessary for othee nations, entities, or organizations to do the same. The clause is without reason or purpose and should be removed. As long as the the bill Palastinian Authority recognizes the State of Israel, that is a measure the government should be content with.
